Surname

Does a single mother have the authority to legally change the surname of a child out of wedlock, to the biological fathers name without his permission.

If a child carries his "father's" name on his birth certificate, it may NOT be changed w/o Notice to and (usually) consent of the "father," if the child is under age.

It does not matter whether the parents were ever married.
