Legal Question in Family Law in New York

unable to locate spouse since 1997

I am a Social Worker at a womens shelter in Manhattan. My client was married in Florida but has had no contact with her husband since 1997 when he was still living in Florida. She has no idea how to contact him. She wants a divorce, but cannot afford an attorney since she has no income. Can you explain the process for getting a divorce under these circumstances? Is it possible to access the forms needed on the internet? Thanks.
