Visitation rights for non-proven father?

Can a woman deny visitation rights to the person who is listed as the father on her daughter's birth certificate if:

1) they were never married, and

2) she's not sure he's really the father (it's between the man listed on the birth certificate and another man; she does not want to pay for a paternity test)
