Visitation stipulation agreement

My sister went to court a few days ago and signed what she understood to be a good agreement, since then she has found out that the persons whom were suppose to supervise visitation with the father for the child have stole all of her childs belongings and she is feeling scared that if they can take his belongings right from an apartment that was her and her husbands. What will these parties do with her child and how does she know they will not run off with him.

The question i have is, is there a way to change a stipulation that was signed by all parties including a judge?

She needs to go back to court to file a Modification Petition if she feels the children's welfare or safety are at risk.
