Legal Question in Family Law in New York

I was wondering if i could take my neice's mother to court for visitation? She refuses to let any of us including my brother (father of child) to have any contact with her. She has not allowed us to see the child in 7 years. I would just like to be able to get some visitation of my neice.

The child's father is the only person who has visitation rights.
