Is a written agreement amongst two individuals binding if the letter is notarized stating that agreement?

A notary's signature does not make a valid agreement. For example, a written agreement that is notarized for murder for hire is not a valid agreement because it is illegal.

For there to be a valid agreement, there must be an intent to convey an offer, an intent to accept the offer, and valid consideration given for both sides.
