Breach of Agreement made in NY family court
I live in NJ. Ex-wife and children live in NY. We made an agreement during support hearing in Ulster Co. that she would refund 1/2 of child care tax credits to me. Of course she defaulted on this. I have transcript from the court date proving she agreed to this, but the agreement never made it into the written court order. Is the agreement still valid or enforceable since it was recorded? Family court said they will not rule on a tax issue, so can I file a claim in civil court? If so, in NJ where I live or NY where she lives and where the agreement was made?

It must be in court order to be enforceable.
