who is entitled to the engagement ring after a couple splits before their wedding?

Subject to the circumstances, in general the groom would have a right to the return of the ring.

I agree with Mr. Ziegler. Generally the groom has a claim for the ring, but it can get complicated. E.g., when additional gifts have been exchanged both ways and not all are returned, etc.
