My daughter 20yo was caught shoplifting $97 worth of clothing, now store wants her to pay $400. What should she do?

She does not want a record but an atty will cost far more than $400. DAs will often not prosecute these cases or give an ACOD, which means "be good for X months and your record is expunged".
It sounds like an exhorbitant charge but weigh the hand they are holding-arrest.
