Denial of federal preference for Section 8 Rental Assistance Program

Based on my current situation as an individual on a permanent psychiatric disability, I was denied a federal preference for the Section 8 Rental Assistance Program. I believe I do qualify as I meet the guidelines for being given preference. I have written the agency responsible for the assistance program and request a review of my status. They still feel I do not qualify.

I would like to file a civil action suit against the agency to require them to give me federal preference based on my qualifications according to their guidelines.

My question is (three-fold): How do I begin to file such a civil suit without hiring an attorney (which I can not afford); and how do I get the necessary forms to file the suit; and is this the best legal recourse to take?

The best way to begin is by making an appointment with LegalAid in NY City. They do this work every day and work with persons on public assistance on this tyoe of project. good luck.
