Legal Question in Civil Litigation in New York

can dept store sue parent of a minor who was arrested for shoplifting..they were released to parent ..no court..merchandise was recovered...they are suing for $500..can they do that?

Yes, as the parent or guardian of an unemancipated minor your can be held liable for the minor's shoplifing pursuant to N.Y. Gen. Oblig. Law 11-105.
