1-if a person is married in mexico is it legal in the u.s.?? 2- if a person is divorced in mexico how can they abtained a copy of the ''divorce-papers''

A marriage in a foreign country is legal in the US provided there is no compelling domestic interest in the marriage being invalid. For example, the marriage was bigamist, incestuous or was created without the ability of one or the other unable to consent under US law (such as if the marriage was arranged to an infant).

As far as accessing Court papers from Mexico, Mexican law would control, and you would have to comply with the local law to access the papers. In order to file them in the U.S. you should be prepared to have them translated and transcribed into English.
