in 1996 two key employees created false payroll records of ghost employees and cashed checks

approx 500,000, is it too late to do anything ?

Maybe not.

Statute of limitations for fraud is 6 years. However, under the statute there is a tolling provision which states that an action may be commenced "two years from the time the plaintiff or the person under whom the plaintiff claims discovered the fraud, or could with reasonable diligence have discovered it."
