Legal Question in Civil Litigation in New York

My husband is one of the millions currently receiving SS benefits for a disability from the Federal Government. My question is in the event that they don't resolve the debt ceiling issue and benefit checks are disrupted: 1.) Can we sue Social Security for failing to honor their pay agreement with us and 2.) Can we sue each and every member of Congress for failing to do their jobs and causing us unnecessary and unneeded financial and emotional hardship?
