What does ''with costs'' mean when a court decision is reversed with costs? Does each party pay own costs or is the losing party responsible for other party's costs since the order was reversed? I have looked for CPLR codes to answer this questions, but can't find anything. Thanks.

It means that the losing party is responsible for the winning party's costs.
