Legal Question in Civil Litigation in New York

Place of venue for court action

I was struck by a commercially registered truck in Suffolk County, New York. The truck is registered in Pennsylvania where the owner/driver lives. My estimated damages are $2K, small enough for small claims court. Where, by law, is this action tried? How would I have the defendent served?

In New York, jurisdiction in small claims court is the location of the defendant.

Since the defendant is located in PA, the small claims court would not have jurisdiction over the defendant.
