you were asking about how to deal with an attorney who refuses to permit deposition of an executive, claiming harassment and irrelevance

when can you take deposition
there are rules about not using discovery to harass. and if the executive does not know anything about the case, then a deposition would not be appropriate. But I suspect, as you say, that neither is really the case here. I am glad to discuss this further with you--Chris Edelson, Esq.
