Production of Title for boat trailer from previous purchase

In September, 1999 I purchased a boat trailer from a man through a friend who lives 150 miles away. At the time this person did not have the physical title to this boat saying that it had been lost. He gave me a handwritten bill of sale and said that I would be able to obtain a new title in my name from Motor Vehicle with this. Motor Vehicle notified me that the previous owner would have to apply for a duplicate title and that I would need this to obtain a new title in my name. The previous owner refuses to do this for me. What are my options?

I recevied your post on 3-12-2001.

Your best bet woould be to sue the individual to rescind the transaction, inasmuch as you cannot use the boat with his consent. There is something fishy in not wanting to obtan a duplicate title, unless he does not want to pay the transfer tax. A suit to rescind the transaction is your best bet. That will get you your money back...or force him to fill out the papers.
