Legal Question in Civil Litigation in New York

I have a promissory note signed by a family mamber that is not notarized, he is refusing to pay, saying that in NY it is not valid since it was not witnessed. Is this true?

No. All that is required for you to prevail in a court of law is a note/agreement signed by the party against whom enforcement is sought.
