Legal Question in Civil Litigation in New York

in the state of NY if charges are pressed against a person and a a warrent is issued, if the two parties that are involved resolve the issue can the charges be dropped and the warrent removed from activation?

No. Arrest warrants are issued by the Courts based on a probable cause determination that a crime has been committed. It will be up to the District Attorney to decide whether to prosecute the offense.
