Is there a statute of limitations for taking someone to small claims court?

Yes...it applies in all cases. The time periods varies depending on the type of action.

Yes, there are many. Generally six years for breach of contract, three years for negligence, one year for intentional wrongs. Many exceptions, and you may be able to "toll" the statute, i.e. extend it, for example if the defendant was out of the state, was a minor or fraudulently concealed the wrong... I think the small claims court still only costs about $4; what's your problem? Being out the $4?
