Stipulation of settlement

defendant's attorney did not comply with a 'so ordered' stipulation of settlement and send me the papers in the time agreed to in the stip. what can I do, and how can I punish this attorney who has been horrible the entire time

It depends on the language in the stipulation. Furthermore, if the stipulation is "so ordered", technically, the attorney is in violation of the order and may be held in contempt of court.

However, contempt may be purged upon compliance of the order. In your particular situation, the attorney sent you - and you received - the papers. Therefore, a comtempt motion would probably be a waste of time.
