what weight does an arbitration from the NYC Board of Eduction have on a NYSup.Ct decision?

Apples and oranges. The Supreme Court is not bound by the arbitration. However, arbitration & award is a complete defense to a new lawsuit based on the same claim. The only real connection is that after getting an arbitration award, you can file a Supreme Court lawsuit to enforce the arbitration award.
