no health care proxy

brother is in a coma, brain dead. No will, health care proxy. His mother thinks he's going to wake up... not going to happen. His brother wants to pull the plug. Who has the power?

The doctors. No health care proxy means just that...someone is designated... and the physian has an obligation to the patient.
