Can I bring my brother to USA as a visit visa and what do I need

A person does not need a "sponsor" anymore for a B-2 visitor visa. The person applying for the visitor visa needs to show their ties to the foreign country, to prove that they will return home (i.e, job, home, investments, family, etc. in the home country).
If the U.S. Consulate believes that your brother will not return home, or if your brother has a criminal record or other issues with U.S. immigration, then he could be denied a visa.
