Legal Question in Immigration Law in New York

My brother's family, including his two-year old daughter, was denied immigration visas to the US due to misrepresentations in my brother's application material. 15 years has passed since then. Now his daughter would like to come to the states as a student. Will her visa application be turned down because of his Dad's fraud 15 years ago? Also, will my brother and his daughter ever be able to apply for immigrations visa to the US again?
