my boyfriend is in canda with a visa how can he come to New York??

It depends on your boyfriend's citizenship. Citizens of some countries require a visa to enter the US even if they are only coming as a tourist, while citizens of other countries do not require a visa for tourism or limited business purposes as long as they do not plan on staying for more than 90 days in the US. I imagine your boyfriend is a citizen of a country that requires a visa, otherwise you probably wouldn't be asking the question. If that's the case, he'll need to apply for a visa.
