i am a citizen of the us and i want to bring my dad to this country,what do i do 1st

If he is out of the US at this time you can file an I-130 immigrant visa petition for him and he can go through the US consulate in your home country to enter as a permanent resident (greencard holder). If he is in the US now you may be able to file for him here in the US.
