If he is out of the US at this time you can file an I-130 immigrant visa petition for him and he can go through the US consulate in your home country to enter as a permanent resident (greencard holder). If he is in the US now you may be able to file for him here in the US.
Hi,
An immigrant petition and adjustment of status application along with other sponsorship paperwork can be filed concurrently if your Dad is currently present in the U.S. and entered the U.S. legally. If not currently in the U.S., an immigrant petition is filed, and after approval a nearby U.S. Consulate will issue an immigrant visa to enable your Dad to enter the U.S. Additional information is here: www.h1b1.com/sponsor.htm
