i want to become a citizen
my cousin as a green card for 6 years can he apply for citizenship but he never worked since he came.

If you mean that he did not file US income tax returns because he had no income, there may be a way to explain this. Assuming he satisfies other requirements for naturalization (good moral character, etc.), he may be able to qualify. Have him consult an immigration attorney for specific advice.
