Who is considered a resident of of Northern Ireland?

I am in Northern Ireland on a student visa. I want to go to the u.s.a and anyone who is a resident of Northern Ireland can go to the u.s.a and practically get an instant green card.

Do you have to be a citizen of Ireland or the UK to be considered a true resident?

It doesn't matter if you are a resident or citizen of the U.K., there is no such thing as getting an instant green card. In the U.S. if you are on a student visa you are not considered a resident and have none of the rights accorded to Legal Permanent Residents (green card holders) or citizens. It is also extremely difficult to go from having a student (non-immigrant visa) to getting a green card, as you are not supposed to have "immigrant intent" when you come to the U.S. to study.
