Legal Question in Immigration Law in New York
My current employer is filing H1B petition. If I get receipt notice from USCIS,
with case number that starts with EAC, can I change employer during that period without waiting for H1B to get appproved?

A second employer can only file for a "change of employer" H-1B if you are currently in H-1B status and working for the H-1B petitioning company. You don't specify in what immigration status you are currently working under.
