denied aos, can be approved green card by consular procedure
If a parent of an american citizen is denied adjustment of status due to applying only 20 days after entering country and answering wes to question he entered intending to remain, is will that person ever be aproved another green card, by consular proccesing?

It may be possible to apply via consular processing but if the applicant has unlawful presence here in the U.S. it may be problemaitic. Moreover, if there is any accusation of visa fraud due to the immigrant intent upon entry with the visa a waiver could be required.
It is advisable you speak with an immigration attorney before filing any additional paperwork.
