If a petition for a green card is denied, instead of appealing the decision can a person start a brand new petition process?

Re: Denied petition
Before we can properly advise you, we would need to know which portion of the application was denied. Keep in mind that there are strict timetables within which an appeal or motion for reconsideration must be filed.

Responding to this inquiry in no way establishes an attorney client relationship; however, I look forward to exploring these issues with you further by way of telephone or in-person consultation.

Re: Denied petition
Before filing an appeal or re-filing your application, you should speak with an attorney. You do not mention what type of application you filed and the reason for it's denial. Note that if you need to appeal the decision, there is a strict statute of limitations, and you must file your appeal within a certain time after the decision.
An attorney with experience in immigration law will be able to advise you as to what your next step should be.

Refilling is possible, however, it is extremely important to learn all details of your case. Therefore it is highly recommended to consult an experienced immigration attorney.
