Legal Question in Immigration Law in New York

i filled a petition for my father ,my father is paptient of dialysis .when he appear for interview the officers says that your every paper is ok but not yr health .and he give a paper written
section 212(a)(4) which prohibits the issuance of a visa to anyone likely to become a public charge .
warning if u fail to take the action requested within one year following visa denial under section 221(g) of the immigration and nationality act,section223(g) of the act requires that yr application be cancelled.
what is this i donot understand can u explain me please wt the officer is trying to say and how i can reopen this case again
