In addition, can I expedite an E-3 visa if i decide to stick with an e-3?

Re: hib visa
H-1b can be applied for as early as April 1, 2009 for a start of of October 1, 2009. The chances will depend on how many applications are received by USCIS. It is unclear what you mean by expediting the E-3 visa. Any visa would have to be obtained from a consular post abroad.
It is advisable you consult with an immigration attorney before filing any additional paperwork.
Re: hib visa
Depending on your job, you may be eligible to apply for an H-1B. Otherwise, you will have to wait until April 1, 2009 to apply for an Oct. 1, 2009 start date. There is no way to expedite E-3 visas at this time, unfortunately
