Legal Question in Immigration Law in New York
My husband is a U.S citizen (became eligible through his parents) but has no proof. His U.S passport is expired but he's not eligible for renewal because he owes outstanding amounts in child support and he's unsure if he will get his certificate of citizenship due to this. Is this true,if so... are there any other options? Thank you.

Has he tried renewing his U.S. passport? I'm not sure that being arrears for child support would interfere with passport renewal. I would need more information since it sounds like your husband already has proof of citizenship.
