Legal Question in Immigration Law in New York

I94

My sister lost her I94 (not her passport). She never filed for a replacement and now she is married and want to start her paperwork. Can she submit paperwork without the I94 or does she need to wait for the replacement? How long does it take for the replacement?

She should apply for a replacement before submitting her application. She needs to submit Form I-102 available at http://www.uscis.gov
