Legal Question in Immigration Law in New York

I came from Uzbekistan 7 years ago. I lost my pasport and now i need one. By Uzbekistan law if you left the country for 5 years they cancel your citizenship. I need a pasport to get my finger prints and SS. They dont even let me in through doors without my pasport.

Can i do anything?

Do you have any other id?Old passport etc.
