what is the legal age to sponsor for a wife in new york? and what is the duration of waiting time for her to become a permanent citizen if her husband has a green card?

Depending on what country your wife is from, it can take over 3 yrs for her to be eligible to get a greencard through marriage to you, unless you become a U.S. citizen.
As long as you are a LPR, she must wait outside the United States for her immigrant visa, unless she is able to enter, & stay in the country, in valid, non-immigrant visa status.
You must be at least 18 yrs old to sponsor a spouse, however, there are income requirements & other issues that arise, so some very young couples have a more difficult time getting their case approved.
