I am american citizen, when can I apply for my mother to be american citizen in NY

You can apply for your mother to be a permanent resident anytime. She would qualify as your immediate relative. Of course once she is a permanent resident then after 5 years she can apply for citizenship. She needs to be a permenant resident first.

If you are a citizen, you can apply for your mother to become a lawful permanent resident at any time. After she has been a lawful permanent resident for 5 years, she can then apply for citizenship.
While you can apply for her at any time, please be advised that beginning JULY 30, 2007, the USCIS is significantly increasing the fees to file the applications you will need to file for your mother. For more information on the fee increase, please visit our website (www.thakerlaw.com).
