Legal Question in Immigration Law in New York

I am a petitioner of my 13 years old son. he got immigrant visa but the form with his visa stated below.

Beneficiary must travel to USA with petitioner.

I am already in USA, came here on Jan 27 2014. It is too much to go back and bring him here, it will cost my flight over $1200.

My cousin of USA citizen is already there. Can he bring my son with him if I make notarize letter of authorization to his name?
