I would need more information regarding your particular case before I can comment on it properly.
However, I will say that basically anyone can buy real estate in New York as long as they have the money.
Please note that buying real estate in New York or anywhere else in the United State will not give you automatic access to a green card.
Unless your intention is to open a business in the US, and employ a number of people, you will have to meet other qualifications to obtain a greencard.
