Legal Question in Immigration Law in New York

I received a request for evidence for an EB-1 application On the letter it says in bold letters "your response must be received in this office by April 2012"

Is this the date of the postmarked which is looked at or actually the date when the letter is received? In Switzerland the law is that any deadline refers to the date when the letter is received unless the parties agree otherwise. How is it here?

Hi,

For any filing with the USCIS for which a notice of action or Request for Evidence has been issued, the response must be received by the USCIS no later than the exact date noted on the letter. The postmarked date is irrelevant.
