Renewing a expired children BNO.

Hello,

I have a children BNO which expired in May 1999. I was born in Hong Kong, and moved to the United States since 1991 without a traveller's status and overstayed after my visa expired. Recently, I successfully changed my status in the United States and became a Permanent Resident. The Immigration Officer gave me a temporary stamp on my expired BNO and my green card will arrive at my residence within 6 months.

My lawyer told me that I need to renew my passport as soon as possible. I was trying to look on the web and find useful information on how to obtain / renew a passport. I have a hong kong children identification card with me.

Now that we are passed June 1997, should I renew my expired BNO to another valid BNO? In other words, am I eligible for the BNO now? If so, what do I need and where do I need to go if I would like to apply in person or by mail?

P.S. Is it possible that I DO NOT mail in my expired BNO? I have a permanent resident stamp on it, and I do not want to mail that in before my green card comes in.

Please advise.
