No. A person can only derive U.S. citizenship from a U.S. citizen parent, or as a U.S. legal permanent resident through an application of naturalization. A person also cannot get a "greencard" because of a medical condition. Quite the opposite; the U.S. government does not want anyone who will become a public charge.
