if my son's wife has just place his husband's immigration paperwork for his permanent stay in the united states of America, can his wife or himself file for me as a Jamaican to life a life in that same country with them

Only a U.S. citizen, age 21 or over, can petition a parent for U.S. Legal Permanent Residency.
A person cannot petition an in-law (i.e., their spouse's family).
