Legal Question in Immigration Law in New York

Is there such a thing called "Deformed Action"

I went to an immigrant referral service and they told me that they can help undocumented/illegals with work permits. They said to do this I would need to open a file, have passport photo, goverment fee, list of accomplisment and a letter of distress. Of course this all has fee's. I was told that this is a new programme only started less than 6 months. What I was to know does this Deformed Action service acutually exist.

This does not sound entirely legitimate. If you are undocumented there is not much chance of your obtaining a work permit.
