Legal Question in Immigration Law in New York

Hello! Can I travel to Puerto Rico if I am in process of changing status from J1 to F1 visa and I got denied,but I applied appeal in motion and still waiting for reply. Thank you

If you are still in legal J-1 status, then you should have no problem. However, if your J-1 has expired/terminated, then just having an appeal or motion to reopen pending does not give you any kind of legal status.
