Working while an H1 has been filed for
I ave had a work permit in the past (L2EAD in 2003), can I work with just a filing number i.e. without the approval of my H1 yet?

Not if your previous EAD was for L2 visa. Your employer's H petition has to be approved first and you are not authorized to work based on a receipt filing number. Premium processing guarantees your employer a two-week turnaround on the H petition.
